How do I get last Flying Dutchman location/person?

Here is all the people/places I have discovered: Mirror of avalon; Captain;Mutineer Chief;Mael; Dark Mermaids; clam; chugbee; senta;The Hold; Melusine; Limpet. I named these in order as they appear from left to right on the map. The one I am missing appears after the Hold.

The other one is The Locker. You get it by going down to the Flooded Hold.
