Are all the weapons/movesets available for the Edit Officers? Example: Zhou Tai's "Samurai-style" Sword, or Zhen Ji's Flute?

Can you play a mode where you can play as your Edit Officer, and other Edit Officers can be recruited to fight alongside you during gameplay?
