It was sort of weak on the PlayStation. On the Dreamcast it's a primped-up clone of a sort-of-weak game.

Speed Devils is an arcade-style racing game along the general lines of Midway's Crusin' series and California Speed... except it doesn't suck.
Admittedly, more multiplayer and career options would have been nice, but in a game focused directly at fun-seeking race fanatics, what's present is ample enough.
18 Wheeler would be easier to recommend as a budget title; with a price comparable to more lasting games, however, it's probably best left as a rental.
