The game is.... well that's hard to define.... It brings a whole new concept to the meaning of game difficulty. With basically any killer combo start both you and the oponents gets to choose one of 2 options to push (it varies depending on action, Square or Triangle, Left of Right etc.). And based on what you and your oponent chooses the actions occurs (if the oponent guesses right he counters the attack).

The comboes themselves are ridiculously identical. With a full combo you get to do roughly 5 sequences of attacks + aproach (like dash or teleport). So basically you get 5 identical sequences (where you can chose 1 attack, like lower/uppser strike etc.)

Super attacks.... ok first of all you can only do most super attacks when you are in "Blast range". And the attacks well it's rather ridiculous because the special attacks do roughly the same damage as full combo does.

Blast and Melee range. Pretty self explanatory but... not what you would expect with common sence. Basically when you're far enough you can use all of ki attacks, you can dragon dash at the target to start a melee combo while entering melee range (makes sence now, right?). With the same controls you can dash out to long range. And now the "best" part: whenever you go either way you gotta complete one of those "Rocks Paper scissor" challanges and you are pretty much bound to doing so. There's no other way(like just moving) to change the range. You can only use melee attack in short range and only Ki in long range. If you want any kind of special move you gotta go long range.

Next comes the input latency. It's hard to notice untill you try to counter attacks or evade a special attack. I've been doing training at it takes roughly 0.5 second for the game to respond to a click which makes it very hard to time a counter.

GRAPHICS! Ok seriously? Improved graphics? Graphics make a good addition to A GOOD GAME. Furthermore Dragon Ball is an old anime and the colours used make graphical upgrades nearly impossible to spot! In this sence a random person (who doesn't know where the upgrades are) looking at the game and anime might not get if Budokai Tenkaichi 3 or Ultimamate Tenkaichi is "the better one".

Honestly it doesn't look like they added or improved anything in the game. It's just a change of controlls and WAYYYY reduced amount of animations compared to the previous game.

The official gamespot review is absolutely correct. If you doubt it rent it, it will save you lots of money.
