This game is one of the worst Dragonball console games ever.

I'll keep this review short, But, I am a huge Dragonball fan and this was too disappointing for me to even want to beat the whole thing. The combat is the most uncreative and repetitive thing i've ever experienced in a console Dragonball Z game. They tried really hard to add new elements, but it turned the whole thing into a quick time event. Everything you do leads to some sort of quick time event. There is no more just shooting off special attacks left and right.
And because of these elements, most fights are based on luck and chance instead of skill.
Unlike older Dragonball Z games where you have to dodge really fast once the enemy starts a special attack, to dodge it, Now you just have to be lucky and press a button, and if you pressed the lucky button, you get to dodge, if not, you get hit by the attack.
Along with this, there is 2 modes or "ranges" while in combat. You're either at Blast Range or Melee Range. When you're close to the enemy, it puts you into melee range where you can only do melee attacks and special attacks. When you get farther from the enemy you're at "blast range" where you can only shoot ki blasts and special attacks. This is fine, unless you're someone who thinks it's fun to shoot ki blasts in the enemies face at close range. Also worth noting is the fact that to get out of melee range, you can't just fly away from the enemy, you have to attack them, trigger a quick time event (Every attack is pretty much a quicktime event anyways) and then that will push them back out into Blast range. However, you can fly closer to an enemy in blast range, to get into melee range. This seemed broken to me.
It's just very stiff gameplay.

A few good things I can say about it though is that it's nice they added a custom character system, it's fun to make a character. You do combat with other characters and your stats and skills you acquire are based off of which of the characters is your 'Master'.
The only downside of the custom character mode is that the story they tried to whip together makes no sense, They just throw random characters at you.

Also, the graphics look great. Probably the best graphics a Dragonball Z game has gotten. Also the environmental destruction is pretty cool. For example, I shot off a Kamehameha that blew a huge long crater formed where it traveled across the ground. The sad part was I tried flying down to the crater to fight the guy there because I thought it'd be cool to fight the enemy in the crater, but it doesn't let you actually down into it, you just stay floated at ground level.

So all in all, I'd suggest you pass on this game. Pick up Budokai Tenkaichi 3 for the PS2 or really any of the Budokai Tenkaichi or Budokai series before that if you really want a solid Dragonball Z fighting game experience.
