Rune/charm in abandoned apartment early in game?

Hi,

It just occurred to me... once I used the heart to check out the hub area, and there was a rune or charm located in the locked apartment across the street (the one you come out of near the end of the game). Is this correct, or a bug? Was there a way to unlock that apartment early, and I missed it?

Searching for 'abandoned' shows a topic which mentions that the key will be under one of the bunk beds upstairs during that mission.
