Harvey Smith hated Pagan. He only started working on Pagan after it got released. When it got released, Smith wrote a list of 100 things he hated in Pagan and sent it to his boss. It somehow got to Richard Garriott, and he decided to put Harvey in charge of "fixing" Pagan.

Not exactly the best post mortem, but he atleast acknowledged that Invisible War was worst then the first.

STEALTH and pacifist routes, for starters. Sidequests and talkable NPCs to continue and it's way harder than bioshock.

Bioshock really wasn't a stealth game like this. It's funny how people draw comparisons based on visual aesthetic alone...

Not like Bioshock at all. From what I've played of it, this game is pretty fun and entertaining, unlike Bioshock.

it's much more like Deus Ex and Thief than Bioshock. Also reminiscent of Dark Messiah, one of Arkane's earlier games.
