The lowest common denominator for game development is the console market and it's the most important one sales wise. Companies just don't give a crap about PC gaming, they just port the work they did for the consoles and that's it. Very few titles makes it worth having a high end PC gaming machine those days, sadly...
The good thing is that my 5 years old PC still run most games maxed as they are all originally designed for low end consoles, 10 years ago I had to throw hundreds of dollars every year in PC upgrades to keep up!
