Difference between frames?

I don't mean the difference between a heavy vs compact frame, but what is the difference between an Elite Frame vs a Standard Frame?

The elite frame already has all 4 mod slots unlocked, the standard only has 2 and the last 2 need to be unlocked. You can also get special frames that have stats built in.
