will this game work on a xbox 360 that has pal 60 and will it work on a HD VGA xbox 360 cable?

Quite simply, no. This game will not work on an Xbox 360 at all. It is also unlikely, maybe even impossible that the backwards compatibility will be added in the future. This game is one of only two that I know of that used the pressure sensitivity feature of the buttons on the original Xbox controller, something that was removed from the 360 controller.
