Do legendary weapons scale with your LV when obtained?

A while ago, I found the legendary fist weapon in the Shattered Forge when I was LV 10, and the weapon was at LV 8, not to mention weaker than my stuff I already had. But just now, I got the Black Demise from the Soul Arbiter's Maze, and it matched my level at 15, and had just about equal stats with my scythe weapons.

Do the stats of legendary weapons scale with your level when you find them? If so, I should probably wait to get them until I'm much higher level, right? I don't want to miss good weapons, but if they have unique effects like Black Demise, I don't want them to be useless after a few levels.

As far as i can tell, Legendary weapons normally have an extremely powerful effect backing it up,such as the Omega Blades causing fire damage which can spread to other enemies, but are not scaled to your level, as I found the black demise with it being two levels below mine.

The only weapons that can change levels are the possessed weapons, which level as you feed them more and more items, hope this helped clear things up.

    Sadly they do not. Possessed weapons seem to be the best.
