From the Pyromancer you rescue in the Depths. He's the only vendor that will sell it.

So you're kinda screwed till your next playthrough.

Sadly Laurentius is the only trainer who sells it. Personally I have found it of limited value so far. It does not prevent all damage and your character moves v e r y v e r y s l o w l y.
