It might be difficult to get to know how to play this game, But once so far that you know it, is there no going back.

Let me put it simply, go buy ANY Sim City game and never think about this game again. STILL not enough new content.

Its fair as a game but doesn't deserve to be called an expansion plus it has some flaws but it isn't that bad.
