Luminaire vs. Flare vs. Shock vs. Dark Matter

What exactly are the power of each of these techs?
Using FAQs I am getting conflicted values.
Accordng to the mechanics guide (http://www.gamefaqs.com/snes/563538-chrono-trigger/faqs/14148). They are ranked in power as follows:

Luminaire ~ (Lv + Mag) × 20.5
Flare ~ (Lv + Mag) × 17.25
Shock ~ (Lv + Mag) × 16.5
Dark Matter ~ (Lv + Mag) × 15.5

Now in Phoenix 911 's walkthrough (http://www.gamefaqs.com/snes/563538-chrono-trigger/faqs/17035).
He uses a different damage equation and assigns tech power as so:

Luminaire 50
Shock 40
Dark Matter 38
Flare 34


............ Which I find odd. Even if both guides used different damage algorithms, shouldn't the techs have the same consistent power ranking in relation to each other?
