Not off to a good start

I'm just getting back into this game after not playing it since a kid not being able to beat the highwayman boss. I'm at the very start in Arni village and apparently I'm supposed to get a komodo scale from the guy standing to the left of the giant fish. Only problem is he won't give it to me. He doesn't even give me the option to answer his question. He just says something about a palace.

You're supposed to earn the komodo scales, for your loved one bro, not just get some any old ones for someone that just hands it to you. Sheesh. Are you even reading the text in the game and what people have to say? Anyway just like, go to lizard rock place and get those scales from the enemies. There are agents. 3 of them.
