Is black ops always so laggy?

Yesterday was my first day and black ops.
And it was just a lagging mess. Everyone just lagging during gunfire and while moving period . Everyone is also camping ALOT.
Also another thing i noted are UAV"s always this common?
It's like a UAV hell on every match that i get. And if i don't have ghost equipped i get plied.
Also i'm new to black ops kill time. Do you really heal out this fast or am i just having laggy groups.
Like i was on Array and i see a player off in the dist i burst fire so my recoil won't kick in. But i missed one bullets than he healed back to full.

Sometimes "hitmarks" don't always count, as in you might have got the indication you were harming them when really the game misread and the oppenent didnt suffer any damage. I tend to play hc modes becuase core modes I had the issue of firing first and inflicting damage only to die even though I should have won. As for camping, welcome to what stats have done to cod.

Blk ops 2 was my first of the series. I started out with a crap spm of 150 and now it is 270 over the course of about 3000 games. I run hardline on almost every small/medium map. As for lag I rarely have any.
