Does using the Ghost Pro perk make the player invisible to all radar and scanning?

there's only 2 things that will pick up ghost pro
motion sensor - which can be battled with hacker pro
but the SR71 aka black bird sees everything

No, the Ghost Pro perk does not make the player invisible to all game elements. Users can still be targeted by enemy blackbirds, dogs, and motion sensors, and will still show up on camera spikes (though they won't glow white) and killstreaks (though they won't have a red box around their character). Unless the player is using a silencer, any gunfire will also show up on the enemy radar (including the use of the ballistic knife). Furthermore, Ghost Pro does not silence the player's character, which will still yell callouts when reloading, killing an enemy, etc., and the in-game announcer is just as likely to announce when Ghost Pro players are capturing an objective.
However, as mentioned, the perk does protect from most else, including spy planes, and does remove the red crosshair and name when targeted. -

Attack Dogs still can perceive player characters on Ghost Pro, as do radar scans by the Blackbird killstreak and the Motion Sensor equipment item. -
Contrary to the in-game description of Ghost, neither Ghost nor Ghost Pro will protect the player from an SR-71 Blackbird, Dogs (except on the Wii version), or from the Motion Sensor (Only Hacker Pro will).

SR-71 and motion sensor can pick you up.
