Can you shoot a downed ally with the pack-a-punched crossbow and still get the achievment?

I don't really have any friends with xbox accounts to help me, so if I shot a player from a random match when they are down and killed 6 zombies with the explosion, would it count?

No, they have to be alive in order to get that achievement. I recommend having cymbal monkeys and quick revive so when you shoot them, you can quickly revive them.
