How to put Split screen with one player on Gamepad screen?

How do I play Local multiplayer split screen and make it so that one player is on the gamepad screen and the other is fullscreen on the tv? I've tried putting the game on the gamepad but then I can't add another player for splitscreen and i've tried just adding the Gamepad as a second player but that still just does two split screens on the Tv. I don't get any options when adding the Gamepad as a second player either.
