How can i unlock the go-cart?

You must complete all 5 Go-Kart races in the carnaval, and then do the 5 street races.

Finish all the Go-Kart races.
To begin the Go-Kart series of races, you can go to the ticket booth at the
Go-Kart track anytime after Chapter II is unlocked.

You have to beat all of the 10 go-kart race, 5 at the carnival and 5 in the streets.
