The Catwoman-DLC is a bit lackluster, although I enjoy playing as her. She has 4 episodes, each popping up during the main campaign (and you can replay them from the menu, so I believe you can replay them all).
The main problem is, all episodes are on the short side and she doesn't contribute much or anything to the main storyline. Other than when she aproaches you when you play as Batman and she adds a bad ending you can trigger in her third episode. Also, there's a ridiculous big gap between her second and third episode.
She is also playable in Riddler's Revenge.
Oh, right, and she adds 40 more trophies to the game, meaning that you can ignore 40 Batman-Trophies in order to rescue Riddler's hostages.
And you can switch freely between her and Batman during the postgame. She cannot solve any of Batman's sidemissins, obviously, and only has one sidemission herself which is, again, lackluster.
Almost forgot, you can upgrade her, but there isn't much for her to spend on. Two Combo Moves and her resistence against physical damage and shots can be both upgraded twice.
Compared to Batman, she's very fragile.
Harley's Revenge... well, havn't beaten it, yet. I only played a few minutes, then decided to start a new game on normal mode. so I can't say much. Here, you play as Robin and Batman. All upgrades from the main game are carried over and you have no access to the upgrade system. Also, Robin can't be upgraded in any way possible, though the upgrades that affect all playable characters still affect him. Obviously.
Costumes, well, I said it on the FF13-2 board and will say it here: Don't bother with costumes unless you happen to like it.
I also havn't played any of the Riddler-DLC maps, yet. So I can't comment on them.
Robin and Nightwing can also be purchased to be playable in Riddler's Revenge. didn't play as any of them. They are not upgradeable and I have no clue what Nightwing can.
Honestly? If you have a friend who has the GOTY him- or herself, ask this friend to borrow you the second disc so you can unlock all DLC.
Other than that, go for Harley and if you have points left and no idea how to spend them, consider Catwoman.
