Where can I find Titan Container at Steel Mill?

How do I get into the steel mill to get the Titan Container?

You cannot reach the Titan container until you visit the Steel Mill for the second time as part of the game's story. At that point, you'll be entering the Steel Mill through a back door. The Titan container is in the room you'll enter, just a few feet to the left of the door.
