When is harley quinn's revenge going to be released in asia for the playstation 3?

it has already been a month since the official release date (may 29 or 30) but the add-on still isn't available for download. i live in malaysia and i use a playstation 3. does anyone know if the add-on is ever going to be released here? i already have all the other add-ons (robin, nightwing, catwoman) but not harley quinn's revenge. the only thing released recently is the arkham city game of the year PV. furthermore, when i went to check my trophy collection the harley quinn's revenge trophies are listed there as not yet achieved, but the add-on still isnt available for download yet! what's going on? by the way, i think my copy of arkham city is made in asia, as it has some chinese characters on the front and back including one that says "only for 18 and above" i am not playing a pirated copy, fyi.
