Who is the one armed guy who is locked up in the back of the pententiary?

Its from the Arkham Asylum contest the winners face would be rendered somewhere in the game. That somewhere is here. Interestingly, if you scan the inmates skeleton with Detective Mode, youll see that his missing limb isnt missing at all. Hes just hiding it behind his back lol
