Report Says Xbox One Plan to Allow All Units to Work as Development Kits Scrapped, Microsoft Denies It [UPDATE]

[UPDATE] Microsoft now says "The comments today were inaccurate."

[UPDATE] Microsoft has released a statement on the matter, saying that it has not in fact scrapped the plan to allow all Xbox One retail units to be used as development kits.

"The comments today were inaccurate. We remain committed to ensuring the best possible solutions for developers and hobbyists to create games for Xbox One. We will share more details at a later date."

Today at the Develop conference in Europe, Microsoft announced that it has scrapped its previously announced plan to allow any Xbox One retail unit to be used as a development kit. The program is dead before its first birthday, as Microsoft originally announced it in late July 2013.

At the time, Xbox corporate vice president Marc Whitten (who has since left the company), said, "Our vision is that every person can be a creator. That every Xbox One can be used for development."

But not anymore.

Xbox Advanced Technology Group's Martin Fuller told a group of media today, including Digital Spy, that Microsoft has "no plans" for the feature. "We were in the early stages of Xbox One looking at the idea of a retail kit that could be turned into a development kit, and vice versa," he said.

"In the end, although that was a very admirable goal, it hasn't happened unfortunately," Fuller added. "Can't tell you the specifics of exactly why not."

Asked to give more details about why the move was necessary, Fuller said, "As far as I'm aware there are no plans. I'm not aware of the reason why we didn't manage to do that." We have reached out to Microsoft's official Xbox PR team and will update this story if we hear anything back.

This is not the first time Microsoft has reversed an Xbox One policy. Last summer, the company changed a series of Xbox One policies in response to consumer feedback. In addition, the company announced just two months ago that Kinect would no longer be sold with all Xbox One units.

That guy Marc Whitten, who was chief product officer, I bet he was shown the door as well. They're getting rid of all the people that were in direct charge of the Xbox 1. Don Mattrick was the big Xbox Boss and he was sent packin to Zynga, then Marc Whitten to follow. 


I'm glad MS has been taking the steps necessary to clean house and get down on the ground level to find out what gamers want. It could be said that it's too little, too late, but I think it's better late then never.

Isnt project spark pretty simlar?, and the beta to that has frame rate issues. I can only imagine the developer kit on the console to run bad. It should just get released on pc's

I see this as a misconstrued response from the media and DS! Fuller says MS have no plans for the feature no where does it say it's abandoned and being dropped..The media will always make nothing into something..clearly MS in their statement that it's still alive but they haven't made it a feature usable right now while they worry about getting their gaming console, games and fans in order first!


That's how I read it anyways..Media dogs making stories out of nothing..and media zombies believing everything they say!

Microsoft is spinning in circles now since their entire system was based on features nobody wanted. Xone needs to pull a Rabbit out of its hat with exclusives if it wants to survive. Wii U had it's life extended with Mario Kart. And it will extend even more with Smash brothers and an open world Zelda coming out. I Hated how Zelda was linear, but now I just might become a Zelda Fan. So if Nintendo can still sell the outdated crap known as Wii U then Microsoft can throw a flotation device to Xone. Two titles......Shenmue 3, and Kotor 3

Xbox One has sold around about the same as the Xbox 360 at this time. Honestly I don't care if they sold just 1 million consoles, I'm still happy with mine. I don't see why everyone hates Xbox. Anyone thinking that their purchase was a bad decision, please think about this. If you liked the Xbox 360 then you'll like the Xbox One. Xbox users apparently aren't allowed to have their own opinion. Thanks to big companies like IGN and Machinima are paid out the a** from Sony to talk ONLY good about the PlayStation. I'm not saying that PlayStation OR Xbox are bad, I'm just saying Xbox really deserves more respect. People are redirected because most people are followers. So, that's my thought on it. I know this is about Microsoft and the "every console is a dev kit" argument. But think about that in general, they are digging so god da** deep to make Xbox look bad. I love both the PlayStation and Xbox, but fu** companies like IGN, Machinima and even GameSpot screw the whole thing up. Either way, that's my thought on it.

@greenpolyp Dont worry. If they redo Phantom Dust properly (one of the best games ever made on the original Xbox, this and Socom 2 on PS2 are on my all-time best games list), make the new Crackdown live up to the hype, do something interesting with Fable Legends (this i have my doubts on but it might be more fun than DA:Inquisition from the gameplay video) then roll out Halo 5 with Cortana that plenty right there. thats not counting the new Gears thats coming too.

This is on top of Sunset Overdrive, Project Spark and Forza Horizon 2 coming in a couple months,

Not to mention Scalebound, Quantum Break, D4, Cuphead, Ori & the Blind Forest, Below and Inside. Even Fantasia.

Thats a pretty decent exclusive list that will all be here in by the end of 2015.

Great point. Except none of what you said is actually true. I'm not talking about the X1, I could really care less about this petty console war crap. The accusations of bribery and all the rest are just pure delusion. Machinima is a company that works with Microsoft, and Sony, and like any company, they can advertise for whomever wants to pay them for it. Publications like gamespot, or ign are giving news equally about any game related stuff, and advertise for whomever wants to pay them for that as well, yet if you actually pay attention, has no effect on the articles themselves. Has Nintendo had it easy this past few years? Have they neglected to report Sony's financial troubles? No to both. It's just news, take it for what it's worth, or completely ignore it. Conspiracy theory talk just screams delusional fanb0y.

Some guys keeps hitting the same key, spinning around and around but never give up of their argument (if I can call this an argument), you know why? Cause they don't have one, I've been seen lots of Sony fans going on the same argument, criticizing the competitors with the only argument that they have, meanwhile I've been seen Microsoft fans just talking about games, how cool will be Sunset Overdrive, how ancious they are about Quantum Break and how happy they are with the Master Chief Collection announcement, so then I can conclude, why does PS4 owners don't play? Why does PS4 owners spend all day criticizing the Xbox One and its owners? Don't they have the most powerfull hardware and the most exciting games? So why do they spend most of the day in Gamespot criticizing Xbox One?


I just can think in one possible answer, they're full of mediocre indies and short AAA exclusives, so they play 10 hours of Infamous, 10 hours of Killzone and that's it, there're so many indies that they just give up of playing the PS4 and come here to cash anger on us. Sad people.

@mladjacool @Lee360TheCoder Why when this guy just said he clearly has both! Like myself I'm a gamer not a follower..and hardware doesn't make a game good..it just runs the damn thing..my phone and tab has better more fun games on it..then some games on consoles..


The industry is truly at a stale mate with graphical power..we're expecting something out of reach it's ridiculous..last gen was that shift from what we previously knew to games today..


Worlds are larger, character design is nicer, AI is better than ever before, audio quality is improving faster and still graphical effects are still needing work no matter how great your hardware is..


But all that still doesn't make a game awesome at all..and games won't be as great as we think still for a while..

@cherublvl99 The Sony fan base have continuously shown themselves up for what they really are: HYPOCRITES. Especially on this site. They claim they have good games, but yet cried so hard when titan fall came on to the xbone. They say they have decent games, but yet have next to no knowledge on them. And that's when it's out.
