It looks like this isn't set in stone yet, and Activision is working to rectify the situation for Xbox One owners. An Activision representative passed along the following quotes regarding this story:

“We are working with Microsoft in an effort to release The Amazing Spider-Man 2 video game on Xbox One. Currently, the game will be available on PlayStation 4, PlayStation 3, Xbox 360, Nintendo Wii U, Nintendo 3DS and the PC on April 29, 2014 as previously announced.”

The original story appears below.

Upcoming movie tie-in The Amazing Spider-Man 2 might not see the light of day on Xbox One.

“We want to inform you that we are revising our release plans for [Amazing Spider-Man 2] on Xbox One,” Activision said to UK trade site MCV.

“When and whether ASM2 is released on Xbox One is TBD.”

The absence of the title on Xbox One was first spotted by GamersHonestTruth, which began investigating after hearing that EB Games in Australia was cancelling Xbox One preorders for the title.

NeoGAF users then noticed that Activision had removed all references to the game on its official site.

Activision is yet to detail the situation, with the game still presumably coming to its other announced platforms--3DS, Wii U, PC, PS4, PS3, and 360.

Amazing Spider-Man 2 is still due to reach stores, at least for some consoles, on April 29.
