Fallout 3: Broken Steel DLC Q&A

Designer Alan Nanes discusses this upcoming downloadable adventure for Fallout 3.

Fallout 3 ended up being one of last year's best role-playing games, and creator Bethesda Softworks intends to keep people playing it by releasing new downloadable adventures. The next downloadable content (DLC) will come in the form of Broken Steel, a new adventure that focuses on the mysterious wasteland knighthood known as the Brotherhood of Steel. Designer Alan Nanes gives us the details.

The next DLC adventure for Fallout 3 will focus on the crusaders of the wasteland, known as the Brotherhood of Steel.

GameSpot: Let's start with the way players access Broken Steel. Will they need to have completed the main quest from start to finish?

Alan Nanes: Broken Steel is different than our other downloadable content offerings in that the main quest of Fallout 3 will have to be completed before the new story unfolds. However, since Broken Steel also raises the level cap, players who were previously stopped at level 20 will be able to start accumulating experience points right away and reap the benefits of attaining new levels.

GS: What can you tell us about the story in Broken Steel? Why the decision to explore the Brotherhood of Steel rather than one of the lesser-known factions?

AN: The story revolves heavily around the Brotherhood of Steel and its pursuit of the Enclave. After its victory at the end of the original Fallout 3 story, the Brotherhood feels that it needs to strike while the iron is hot and wipe out whatever remnants of the Enclave remain. What it discovers is that the strength of the Enclave hasn't been diminished [as much as it seemed to have been], so players become an integral part of the skirmish. As to why we chose to explore the Brotherhood rather than a lesser-known faction, the decision was purely for story reasons. Because of players' actions at the end of Fallout 3, the Capital Wasteland is on the brink of a huge change. That change heavily involves the Brotherhood of Steel, so we were obligated to include them in the continuing storyline. They were basically too crucial not to explore.

GS: How do you account for the variety of endings in the original game with this continuation? Are there decisions that players have made that have to be cast aside for the sake of storytelling?

AN: This was perhaps one of the toughest things for us to do when creating Broken Steel. We took great pains to make certain that the actions players made at the end of Fallout 3's original story are not completely invalidated. In fact, we took what players did into careful account and wove it into some of the quests. For example, if players decided to follow President Eden's advice and spiked the water with the Modified F.E.V., that decision will affect the Capital Wasteland and how the player interacts or perceives its inhabitants. We've also added some new decisions to the original storyline that players will be able to make to add some more variety and make the transition feel right.

Expect to see heavy-duty weapons and extremely tough, new enemies.

GS: Can you describe the new geography? Will players access new locations from the original map or transport there by other means?

AN: Actually we have a little of both! In Broken Steel, players will be able to experience some new content in old locations as well as being transported to brand-new locations.

GS: Some of the new weapons and enemies we've heard about are a heavy incinerator flamethrower and a super mutant overlord. Can we take this to mean the action will favor heavy-weapon combat in the way Operation Anchorage focused on ranged shooting?

AN: The new enemies and the new weapons are present to provide a challenge to the higher-level players. We didn't want to simply crank up the statistics of the same old enemies and call it a day; we wanted to create brand-new versions of them to give players a real sense of progression. A great example is the aforementioned super mutant overlord. He's a huge brute, but we wanted to give him a powerful ranged attack as well. None of the existing weapons seemed to fit the bill, so we've created the tri-beam laser rifle, which is an extremely powerful ranged laser shotgun. This item will be fully recoverable and usable by the player. Broken Steel is certainly filled with plenty of combat, but no more than the original Fallout 3. Unlike Operation Anchorage, we are not shuttling you directly through the entire story without stopping. You can take your time with Broken Steel and experience all of the changes we've provided to the Capital Wasteland.

GS: With the level cap being raised from 20 to 30, what sorts of new perks can we expect to see?

AN: We had to come up with a group of new perks for Broken Steel to provide appropriate awards to players that have achieved level 20 and beyond. We also had to make sure they weren't simply adding points to a skill, which we felt may already be maxed out by some players, and therefore become instantly useless. So, we've come up with some fun and interesting ones, like nerves of steel, which increases the regeneration rate of your action points.

GS: Will the decisions made in Broken Steel affect future DLC?

Broken Steel will add new perks and new story-based decisions for your character to make.

AN: The decisions you make in Broken Steel can have repercussions on the Capital Wasteland and your character. If we decide to release future downloadable content, whether these decisions will have an effect remains to be seen.

I haven't started playing the Pitt yet because I wanted to save the XP for when I could level up again, but now i'm confused, I can only play Broken Steel upon completion of the game, so does that mean after completing the game the previous dlc missions will still be available?

Think I'm gonna start a new character on max difficulty. Friends tell me it's really difficult, but Fallout 3 on normal is too much of a cakewalk. The new leveling max should get me thru (eventually).

It's going to be really hard for them to make a challenge for some players. I've had my character maxed at 20 for a long time, and have hundreds of stimpacks and missles and tons of other ammo ready to go! Deathclaws and Behomoths don't even offer a challenge, just give me more stuff to blow up. :)

@BenFan2003 I wish they would let customers know this ahead of time. I have a pc that can run the windows version, but i'm not buying the game AGAIN just to play the dlc's. Even if I bought the game, I will have to go through the entire main story again. I just don't have that type of patience.

More fanboys... Christsake! Ok, keep crying, seems you're happy complaining more than playing Killzone 2. Why not geting mad at Sony for just not fighting for exclusivities and loosing some of the historical ones? like DMC, Final Fantasy and Tekken?. Sony did a TERRIBLE start with the PS3; little games and very expensive machine. We can see now very good titles incoming like Uncharted 2 and God of War 3. Thats good but i'm sorry, its late now, had a PSX, had a PS2 and really waited to get the PS3. At the end thats what hapened... Now people can think what they want, i just can't understand how somebody can call himself a GAMER and enjoy arguing with other people about bull**** more than playing they freaking machine.

Public Service Announcement: Fallout 3 DLC pack ,containing Operation Anchorage and The Pitt DLC coming to retail stores on May 29th,2009 for the Xbox 360 and PC systems! Both the DLC packs will be released on DVD. It is expected that players will require the original Fallout 3 disc to play this DLC. i got the other dlc and plan on getting broken steel...however, i originally bought fallout on ps3 and was totally unaware there wasn't going to be dlc for it. i feel that it's pretty lame to give sony the stiff arm with dlc on some of these titles that are out. this is why dlc is becoming a pain more than a joy. if you're going to go multi platform with a game then give all the platforms 100% or don't do it at all. i am not a fan boy to either console (360 & ps3) but all gamers deserve to get this for the $$$ we throw down on these systems and games!

Wow why do these people keep fighting over which console is better!!!!!!!!!!!!!!!!!!!!! PLAIN STUPID!!!!!!!! consoles were made for one thing, GAMING, we're not here to fight each other, and hey, I know a guy who has a PS3 and keeps complaining he wants a 360.... and my cousin owns the 360 and wants to try the PS3!!!!! really ppl, it's just the urge of playing, the curiosity of trying more games, the feeling of "wow-man-i-want-all-these-hi-def-games-no-matter-what-console-they-run-on" that we all feel..... I personally would like to check out the PS3 exclusives..... and hey, the brains up there told us themselves, "both consoles look shockingly the same and admirably run games at nearly the exact frame rate..." so yea, minimal details that aren't worth fighting over!!!! it's not like you're playing a glitchy Halo with squared-out pixels, or that you're playing MGS4 with dull graphics, poor lighting, and extended loading times!!!!! get a life.......

@OGRC, i respect your view, i wasnt tryinn to offend anyone, i was just saying to the ps3 owners that they were told that the dlc would be pc and 360 exclusive before the game was launched but they still bought it for the ps3 and now they are complaining.

I love Fallout 3, but after playing Operation Anchorage, I'm convinced that the money spent on the DLC would be better served investing in another game. None of these expansions are as large as "The Shivering Isles". Sure I'd love to have the option to buy the DLC, but it's really not the end of the world if that can't happen.

@streetkleena I agree with your point. I posted a comment similar to yours on the 'Error E74' page. We are on the same side. We really should not bicker over which console is the superior/inferior. It's really simple: PS3 owners get God of War,Gran Turismo,Metal Gear Solid,BluRay Xbox 360 owners get Halo,Gears of War and all the extra DLC(GTA Lost & Damned,this up here ^^^ ) It's a matter of give and take. Is there any news about Fallout 3 getting a special edition where all the DLC has been stuffed into the DVD itself? Something like Burnout Paradise:The Ultimate Box ...It's a very good alternative for all the Xbox 360 owners out there who have no acess to Xbox LIVE(like me). I REALLY,REALLY WANT this! I'll do anything! So long as it would not send me to jail or hell.

Wow people are so dumb. WHY DOES IT MATTER WHAT CONSOLE YOU PLAY ON?? A Playstation is a console the Xbox is a console the Wii is a console, and they're meant for one thing, games so we can have fun. StarlightHunter, oh noes another 360 fan boy trying to rub this crap in ps3 owners faces, dude I own all 3 shelf consoles the ps3, 360, and the wii. I know the pros and cons of each console and I know the specs they all have. saying the ps3 is superior to the 360 would be a false statement but your comment on how the ps3 version is buggy and not as graphically superior is completely based on false information if not a flat out lie, it runs completely parallel to the 360's version with the exact same frame rate. After playing a friends version I also realized that the 360 version is just as buggy as the ps3's and is not a lack of processing power but a result of poor development. The only comment remotely close to being a debatable point would be the 360 version being graphically Superior because of the bloom built into the console itself. So its not so much as the 360's version being graphically superior its just the consoles ability to handle rendering and and fine detail in game. What it all comes down to is that both games are exactly the same ported from a PC version which just happened to suit the 360 a bit better graphically due to the consoles specs.

A game is only made and released after countless boardroom debates and profit projections to make sure money gained will outweigh money spent. And i don't hate them for that at all, it's business. And for the record, the only thing the ps3 has over the 360 is a blu-ray drive and a slightly better survivability rate (i work for hmv and the number of faulty ps3's coming back is increasing). Fallout 3 for the ps3 has proved to be the inferior version out of all 3 versions released.

i have no symp for you ps3 owners. you were told that their was no DLC coming to the ps3 version before fallout 3 was even released in the US or Europe. its your faults, no-one elses, and stop with the ps3 is the better console thing because it really pisses me off and thats swearing. its ovbviously not superior because why is the ps3 version of the game more buggy and have inferior graphics, someone explain that to me please, and another note that MS paid yes paid with money, you know that paper that has value?, ring a bell... for this DLC so unless sony fork out some cash its gonna stay on the 360 and the PC. anyway on to the DLC, it looks immense and im gonna book a day of work just so i can play it.

meh, I bought the game for PS3 and I don't really care that we didn't get any DLC I will admit that I'm a pit peeved about the fact that I still wont be able to play after Ive beaten the game but w/e I have other games I can play that are just as or more entertaining as Fallout3. So really PS3 fan boys stop whining about it, you're all acting like 360 fan boys which is sad, who cares? We have killzone 2 go play that its far more entertaining. EDIT: is it just more or does gamespot want to try and rub this in hardcore ps3 fanboy faces? Seeing as this DLC has nothing to do with the console what ever.

Why are people constantly complaining about not having a PS3 version? It was known before release that the 360 would get three exclusive expansions. It's similiar to how often games are compleetly exclusive, so be happy that isn't the case. For all we know Bethesda couldn't even release all the DLC on the PS3 since they also had issues with playing all the Oblivion DLC on the PS3 at the same time. So stop complaining, this way xbox fanboys aren't able to take down the PS3 for it's design. Just wait for the next DLC, I bet they planned to do more from the start but for the PS3 version they knew they couldnt make all the DLC work so they got M$ to pay them for no reason so the next DLC will be on PS3 aswell.
