quest says use scout drone on ship and search specific areas, however I can't find any scout drones. any ideas out there

I could be wrong, but scout drones are placeable addons or upgrades to submarines. You can also only use them while underwater. There is an icon you can click on in the interface for the sub in the bottom right corner. When you are in the correct position you are able to click on it.
