Well, it's already been released on the consoles. Not sure if they've announced it for PC yet (though they might be hesitant, due to the scathing reviews.)
If you want my honest opinion on it, the story is actually pretty interesting, and the puzzles can be fun (when they don't involve electric mines or sneaking past some enemies.) The game starts becoming very crappy once you get to Chapter 4, though (many electric mines,zombies, and lots of backtracking.) But Chapter 5 is what killed it for me (you get spotted, you instantly lose; Plus, you have to deal with finicky stealth and infection mechanics.) From what I've seen though, Chapter 6 actually looks pretty fun, but you have to get through the now-infamous Chapter 5 to get to it.
You might still enjoy the game, though, because the beginning is pretty fun, as well as the very end. However Chapter 4 (and ESPECIALLY 5) will be kind of annoying. Just want to warn you in advance before you buy it.

Are people unhapy that it is a stealth game that has consequences for failing stealth? They just don't like genre? or is the gameplay that bad so that it's impossible?

It's because the stealth mechanics were poorly implemented. Enemies might immediately spot you and give you a game over (only Chapter 5 has the instant game over, but it can lead to instant death scenarios in other chapters,) yet at other times, they won't spot you when you try the exact same strategy, which is very confusing and inconsistent.
I myself (although I do think a lot of other people would agree) enjoy stealth mechanics when they're done correctly; In other words, have working mechanics+some room for error (I.E ability to kill enemies if spotted, predictable patrol paths so the player can think of a path through an area that will allow you to remain unseen ,etc.) The stealth mechanics in this game don't work very well, as enemies will spontaneously spot you while you're out of sight, or stray away from their set paths, creating instant loss scenarios if you don't have a weapon, they block a door you need to get though, or said enemy can kill you in one hit. People get angry when any game forces you to do some incredibly frustrating sections where you have to rely on broken mechanics, which can cause people to quit the game altogether.
