Previous Age of Empires were all rated Teen for having depictions of historical violence. (One doesn't expect kids below teenage years to study about historical conflicts, does one?)

Hence, the cartoonish art-style (and no blood at all); Microsoft is hoping that it can hoodwink the ESRB and other ratings groups into giving Age of Empires Online a rating that is as low as possible - and it worked (somewhat); ESRB gave it an E10+.

When a game is "free-to-play", the game-maker will want a legal audience that is as wide as possible; a lower age rating can help achieve that, and Microsoft realizes it.

(The ESRB was still able to see through the ruse and gave the label "Mild Violence" instead of "Cartoon Violence" however. :P )
